As a founding partner of Tobin, O’Connor, Ewing & Richard, Stephen J. O’Connor heads the firm’s business, tax, and estate planning practice.   He has over two decades of experience in business entity formation, operation, management and succession, commercial transaction negotiation and documentation, mergers and acquisitions, and estate and tax planning.   Mr. O’Connor has represented companies from their inception to public offering, as well as small to large private concerns in the personal service, government contracting, real estate and light manufacturing industries.  He regularly advises clients on substantive business and financial matters.

Mr. O’Connor is a 1981 magna cum laude graduate of James Madison University with a degree in accounting, and a 1984 graduate of the National Law Center of George Washington University, where he received his Juris Doctor degree with honors.
